3rd Extraordinary Congress of the Universal Postal Union

The 3rd Extraordinary Congress of the Universal Postal Union (UPU) was held in Geneva, Switzerland from 24 to 26 September 2019 with the sole item on the agenda the modernization of the the system of terminal dues for the handling of small packets. In view of the United States (USA) intention to withdraw from the UPU if this system did not cover the actual costs, the 3rd Extraordinary Congress was a crucial turning point in the UPU's long history. After many debates between countries representing different trends, they displayed a spirit of cooperation and compromise, by putting forward a compromise proposal that brought together all the views and was unanimously adopted by the Congress. Following this development, the United States officially announced that they will remain as a member of the UPU.

The Republic of Cyprus was represented by a delegation comprised by the Director of Cyprus Post Mr Andreas Gregoriou, the Deputy Director Mr Pavlos Pavlides and Administrative Officer A’ Mrs Tereza Ioannou. The Acts of the Congress were signed by the Head of the Delegation Mr Andreas Gregoriou.
