E-commerce IOSS items-VAT Refund

Cyprus Post wish to inform you as follows:

  1. The e-commerce Regulation was implemented on 1st July 2021, gives the possibility to the customer to pay the VAT when purchasing the item, provided that the e-commerce platform which is located in a country outside the EU, has been registered with the VAT Authority of a Member State, under the Import One Stop Shop (IOSS) scheme.
  2. These items should have an electronic customs declaration which must include the IOSS number of the platform in a specific data field.
  3. The correctness and the validity of the IOSS number is validated by a Customs system when a customs declaration is submitted by Cyprus Post to the Customs Authorities. After the validation of the IOSS number, the item can be forwarded for delivery without payment of VAT locally.
  4. Due to technical reasons, it was not possible so far to validate the IOSS numbers. Please note that the relevant system of Cyprus Post is now in full operation and the validation will be done automatically.
  5. From 1st July 2021 till today, a number of recipients has paid the VAT on purchase as well as on delivery in Cyprus, including the postal Presentation to Customs Fee.
  6. Any recipient that have paid the VAT upon purchase from the platform which is in the IOSS platform as well as in Cyprus, are kindly requested to fill in the application form which is located on Cyprus Post website https://cypruspost.post/en/ioss-refund-form. We will confirm the correctness and the validity of the given IOSS number and then we will proceed to refund the VAT paid as well as the postal Presentation to Customs fee. This will be effected either with a reversal on the recipient’s credit card (in case the payment was made via THALISUPP), or by cheque.
  7. In order to issue a cheque, all natural persons need to enter their ID number. The cheque will be sent by mail to the address on the form.
  8. All data will be kept for a period of three months and they will then be deleted.
